Ohm Community Watch
The ruins of the former country of Cailar are strewn with forgotten shells of villages. Though the area has semi-solidified into three smaller countries, the borders are still hotly disputed and revolutionary groups seem to spring out of the snow with the daises. Those little villages on the border of the Eternal Battlefield bear the brunt of the destruction and none of the protection of whatever country, kingdom or dictatorship holds sway over their little slice of countryside. They valiantly struggle to grow crops in the increasingly barren soil and tend with great care those forests that have not burned down. Resistance groups, resisting whatever tyranny holds sway this year, often pass through, making temporary bases and taking as many supplies as they can before moving on.
Except in Ohm.
Structure
The Community Watch is headed by the Master of the Grain, who took on the role amidst many of his other duties, some of which turned to ash in the years following the fall of Cailar. Under him are whatever members of the community are free and able-bodied, at least able-bodied to remove Resistance-like elements from the village of Ohm. This being said any housewife with a large enough cast-iron pan usually counts as 'able bodied'.
There are a few mid-tier positions, mostly to help organize the village should a resistance try to take the storehouses. They are the only other 'regular' positions on the Community Watch, and report to the Master of the Grain on regular basis.
Culture
Most of the older members of the Community Watch are dead set against any sort of Resistance from entering the town. They've seen too many fields of crops go up in explosions and too many children go hungry to let another 'freedom-fighter', 'for the people' band of brigands have their way with what little supplies they have left. Resistances, particularly those who wish to take the town unheeded, will find that their attempts at takeover will be met with extreme prejudice.
The younger members, while not sympathetic with fighting for freedom or a noble cause, are empathetic with the notion of going to bed hungry. Those that can be convinced to peacefully turn away at the gates usually meet a couple of the young ladies of the town waiting in the woods, providing a hot meal for the journey provided they never come back.
Public Agenda
The Public Agenda of the Ohm Community Watch is a simple one; Prevent Resistances from taking root. It's not that Ohm hates Change, mind you; they're perfectly happy with it. They would just like Change to wipe its feet and get its act together before barging in and getting the fourth field in five years blown up. Once the surrounding countries settle their borders and settle down and The People can stop rising up every spring, the Community Watch will stand down.
Most members of the Watch are farmers or the sons of farmers who are free and able to help. Many a fledgling resistance has come to town only to realize that they are very much Not. Welcome.
Assets
The Community Watch has no formal assets; Members bring whatever they have in their homes, or whatever is on hand, when the time comes to prevent a Resistance from entering the town. This can include, but is not limited to, fire arms, pickaxes, shovels, bandsaws, banjos, cast-iron frying pans, Gumpi's Hot Stew, and, on one memorable occasion, A pair of very sharp knitting needles.
History
The Ohm Community watch was founded in 1913, almost thirteen years after the Night of Falling Crowns. Cailar had long since fallen, and those countries or kingdoms that rose in its place had fallen many a time themselves. The Eternal Battlefield covered square miles of land that had once been rich, fertile soil for crops, now unusable, or even unreachable, by anyone. Yet another Resistance had taken residence in Ohm, this time promising to bring the "Tyranical rule of the Cailaric Triumvate" to its knees. Or perhaps it was the "Cailsmarch Republic." No one really remembers anymore.
Regardless, after yet another field was destroyed due to landmines the Resistance had placed to 'defend the HQ' from whichever army it was fighting against, the Master of the Grain had enough. He gathered together the young men of the town and, in a great rout, expelled the resistance from Ohm. Every citizen of Ohm took a solemn oath that day not to let another Resistance, Rebellion, or any Rogue faction to take root in their fair village. They would look out for themselves, and would welcome any leader that could stay in power long enough to do more than sign his name on the national anthem.
