Asigea's Guidance and Beacon, suspended by a Thread...

The Annual Meeting of the High Court   Seventh Month of the 436th year after Asigea's Exile   Meeting opened with cordial greetings of the five Members of the High Court.   The Previous Meeting's minutes were read.   The Metallurgist maintains that he is not responsible for the Cultivist's farmers inability to use the tools he provides, as per the previous meeting's minutes.   The Cultivist states that their farmers would not struggle to use the equipment if the Metallurgist had not lined the handles with sharp blades.   The ensuing argument proceeded for 22 minutes.   The Guardsman Suggests turning their attention to the edge of the Forestry district, which according to guards' reports is becoming unstable and may collapse, taking valuable lumber with it.   The Cultivist firmly chided the Guardsman, stating that the state of the forest was her responsibility, not his, and to kindly keep his nose out of it.   The Archivist asked if, perhaps, The Cultivist was up to the task of overseeing the city's agriculture if they were so willing to do anything but actually oversee plant life.   The ensuing argument proceeded for 25 minutes.   The meeting was brought to an end after the Cultivist and the Metallurgist stormed out. The Archivist entreated the note-taker to confer the day's minutes to the Archives for reference for the next meeting.     -Meeting Notes of the High Court

Structure

There are Five seats on the High Court's Council. There is not, nor has their ever been a 'High Chair' due to the fact that Wizards sharing power equally is a miracle in and of itself. One with power over the others is asking for the city to be razed to the ground.   Each chair oversees a particular part of the city and its operations, and must work together in order to ensure its survival. This arrangement is held together by the fact that, if the city goes, so do they.  

The Archivist

  The role of the Archivist is the High Council's most mysterious role. At some point in the city's history the role of Archivist was meant to protect and store all important documents and discoveries, from blueprints to the glorious victories of the military. After Asigea's ascent into the heavens, however, has made this role near-obsolete. They how serve as the tie-breaker on any decision made by the High Council. The Archivist is also the caretaker of the Oraci, the living testament of Asigea's history.  

The Architect

  The Architect oversees all building projects instigated in the city. Their attentions more recently have been turned to shoring up and stabilizing existing structures as construction materials dwindle and land continues to crumble away into the abyss. The Five towers are the best-kept, while down in the city proper several smaller shacks hover over the edge of the city, waiting for one final stone to fall...  

The Cultivist

  Head of all agricultural processes in the city. Arguably the most powerful member of the council, as people still need to eat even when there are no armies to fight or histories to remember. They currently fight with the Architect for land as the soil grows thin and blows away in the wind, even supplemented by magic.  

The Guardsman

  The second-most useless position behind the Archivist, according to the remaining three members of the High Court. Before the City began its secluded exile the Guardsman was in charge of the city's security, defending it from other Wizards or foreign invaders. Now those positions are mostly ceremonial, focused inward to keep the populace in line. Not that anyone would dare to rebel against a group of Wizards.  

The Metallurgist

  Chief of manufacturing in the city. In Ancient times Asigea was a known exporter of weaponry and siege engines, to encourage their enemies to fight each other rather than Aisgea. With the city's seclusion, the swords have turned to plowshares, and now anything that will help hold the floating city together. Metal has become continually scarce, and even the few trees that grow are scrawnier than they have been in years past.

Culture

The culture of the High Court is one of barely-contained loathing; for the people of Asigea, and for each other. Wizards by nature are a distrustful lot, and are always on guard for someone waiting to stick a knife in their back. While the five suppress their distrust and hatred of each other long enough to hold meetings, most of the time they remain secluded in their towers, further plumbing the depths of magic in any way except that which could perchance actually help the city they have been set over.   This is a tradition that has held for as long as the High Court has governed the city. While rumors of dissent echo about the city due to the lack of care and the sometimes seemingly cruel actions of the council, ultimately it stays at a simmer. No one dares go against a Wizard, let alone five.

Territories

The High Court oversees the city of Asigea, a floating city hidden in the clouds above the Begoria Mountain range. The Court once commanded the entire range of mountains, but with the decline of wizards the city was put into hiding, and now only a few floating rocks remain of the once great city-state.   Still, the Wizards on the High Court guard their territory jealously, squabbling with even each other for dominion over the dry soil and the crumbling plaza.

Technological Level

Asigea's technological prowess fumbled and then stalled entirely when the city was sent into hiding. With no enemies to spur advancement, research stagnated. Then, as resources began to dwindle survival became dominant over anything else.    Researchers from the Great Lands believe that the city has not changed an iota from the medieval technological time period form whence it vanished.
